The majority of castles are actually built on a hill (or in some cases of some famous German castles, a mountain) to afford a longer range of view. While draw bridges over moats make for good movies the majority of castles do not have moats. It would have been a breeding ground for disease with stagnant water and would have been detrimental to the soundness of the wall. With the advent of the catapult and trebuchet the seige of a castle was, more often, a simple matter of cutting off supplies and waiting out the seige. Why destroy a perfectly good castle you are trying to conquer it? With seige warfare the moat, if anything would have been more decoration then functional. One of the few functional uses for a moat would have been likely to limit the use of ladders to scale the outer wall. In addition a moat would have made having escape tunnels difficult out of the castle\fortress as it would force the tunnel to go under the moat, filled with water, which would likely percolate\penetrate and weaken the tunnel underneath resulting in a cave in and flooding of the tunnel.
