Go to the gas station, the one by the big set of stairs leading to Wall E. Weasel's. If you can find that go to the gas station with Nelson's race. Go straight forward as if you were going to go the long way up the hill, but dont turn stop at the end of the street, get out of your car and walk to the left, you should find mr.skinner, hope that helps :)
