Nope. You can't slow down or speed up video on Windows Live Movie Maker since it is a stripped-down version of the program that lacks many features/functions and display tracks that the 2.6 version has.
Add the 'Slow Down, Half' effect. If you add this effect several times (to each clip) it will slow it down substantially.

It's all camera tricks. You just stop recording, Than change, Than start recording again. Than you simply stitch the video shots together. Anyone can do it. All you need is a camera and Windows Live Movie Maker.
So you have your video clip(s) on your movie maker. Now you have to click on the one you want to shorten. Then click on the right side of the clip, and pull it in to the left. Your clip is shorter. Another way to speed it up is to use effects. go to the top of the page, it should say tools somewhere in there, then click on video effects. scroll down and it says speed up double now you sound like a chipmunk!
