It is labeled under the hood on the lip above the engine fan.
Tthe dashbord lights and tail lights are on the same circuit. On my 2000 Xterrra the 15a fuse is located in the fuse panel under the hood labeled 'TAIL'.

There is a fuse box under the hood (passenger side). I know the the fuses for the head lights are there. The fuse for the taillights is there and is labeled. This fuse includes the running lights but is not labeled as such.

in your fuse box there should be a fuse labeled (r stop) or perhaps (L stop) check for those to see if they are bad then pull out and replace. Most fuses are located under the driver dash and under the hood, occasionally located on drivers side between dash and door.

It could be the fuse that also controls your dash lights. It is a 15 amp fuse in the box under the hood labeled "small lights".
