it should be above your climate contol area.
you will see a button between the 'rear heat' and the other switch.
press that button in, and remove the cap on top and you will find your main fuse box.
The main fuse box is next to the hood release handle on the driver side.

try checking main fuse box located in top of dashboard release clip located just above where the ac switch is (or would be if the vehicle doesnt have ac fitted)

In a 91 Previa, most of the fuses are under the top panel, at center of dash. There is a small release botton, under the lip of the dash panel, above the radio. There are some main fuses under the hood, by the battery.
There are 4 listed in the Toyota Handbook, all for 'theft deterrent system' in main fuse box (large lid in centre of dash). First try 2nd row up, 5th from left (Dome fuse). Also 2nd row up, 2nd from right. Also bottom row, 2nd from right. Lastly, 2nd from top on right hand side.
