As with almost ALL modern vehicles, the starter relay is attached to and an integral part of the starter.

Its located by the fuse panel under the dash on the drivers side on the left. You'll see a little green box that says starter relay.

The 4 cylinder Saturn engines used an "Oil bath" timing chain. The V6 Saturn engines used an "external" timing belt.

Look in the removable housing at the engine end of the upper radiator hose
If it is a V6 the starter is at the bottom front of the engine. The front of the car has to be raised to access it from underneath. This is best done when the engine is cool.
