Indeed, but the misuse was never proved.

But their was private funding to pay the burglars who blackmailed the White House.

The White House paid, not to get their silence about Watergate, but to get their silence about things that never happened. Why? Because slander is always harrassing, because it is difficult to defend yourself without telling a lot of secrets yourself. Nixon explains this in his memoires - in plain english, so everybody can understand.

Of course Nixon admitted that it was not wise to do that, but it was not against the law.
