There was no president and the government could not enforce a strong army or navy. The 55 delagates elected by the people of the original colonies went to Philidelphia. Pennsylvania to revise the articles of confederation. After 17 weeks, instead of revising the articles of confederation, they made the Constitution. The colonies approved the constitution in 1788.
