The number of Senators is dictated by the Constitution of the United States. The number of State Senators are usually dictated by the individual state's constitution.
By the Constitution, there are two senators for each State. We currently have 50 States, so there are 100 Senators.

Direct election of senators
The 17th Amendment of the Constitution established direct election of United States Senators by popular vote. Prior to this amendment Senators were elected by state legislatures.
Members of Congress are bound by oath or affirmation to the Constitution.
The Constitution allowed the state legislatures to determine how their states' Senators would be chosen. In the early days after the Constitution was ratified, legislatures often chose the Senators themselves. However, as people began to demand it, many legislatures gave the voters the right to choose their Senators even before the federal Constitution required them to do so.
