Clearly they were not. The tenth commandment is an anachronism that could not have existed at the time of an Exodus from Egypt. The very notion of owning slaves (usually translated into English as 'manservant and maidservant') would have been repugnant to a people who had themselves only just escaped from slavery.
The Ten Commandments were first written down during the first half of the first millennium BCE, and their primary audience was the people of the kingdom of Judah, and perhaps of Israel.
