The Bill of Rights was agreed to before the Constitution was adopted, because the Anti-Federalists were worried about the loss of individual rights. But the Bill of Rights amendments were only adopted by Congress in 1789, and ratified on December 15, 1791, some three and a half years after the ratification of the Constitution on June 21, 1788.
