Yes, there are many dictators whose stories are mentioned in the bible. (In fact the most common form of government in those times was probably dictatorships if you include family dynasties.)
The earliest and possibly biggest example is the oppression of the Israelites by the Egyptian Pharaoh. They spent 400 years in Egypt, but by the end were placed under harsh working conditions as slaves.
Later as the Israelites entered into Canaan they discovered other nations that had dictatorial rulers. The Persian empire ruled the Jews harshly (see the book of Esther), as did the Babylonians like King Nebuchadnezzar (see the book of Daniel).
The Roman Empire which ruled the Middle East at the time of Jesus also had a structure of government that ended with a dictatorial emperors such as Julius Caesar, Augustus, Tiberius and Nero.
