Is Russia's government democratic?

If you want a short answer... yes

Did Lenin believe in a historically determined nature of revolution?

Absolutely not. True Marxian theory was that a proletariat of industrial workers had to form and become large enough and politically aware enough to seize the means of production from their owners. Then they would institute a period of socialism before communism. Lenin believed that by seizing the government he could impose that period of socialism on the country by force. Russia had no Marxian proletariat because Russia was not an industrialized country. It would have taken decades for a true industrial proletariat to arise in Russia and Lenin did not want to wait for it to happen before he could take control of the country.

Why was it hard for Germany to send Lenin back to Russia?

Germany sent Lenin back to Russia hoping that he would foment further revolutionary activity in Russia so that Russia would withdraw from fighting Germany in World War I. The February Revolution of 1917 had already taken place while Lenin was in Switzerland. Despite this revolution overthrowing the Tsar, the Provisional Government acting in place of the Tsar was still committed to fighting Germany in the war. The Germans knew that most Russians wanted to end their involvement in the war, so the German High Command sent Lenin back to Russia hoping he would destabilize the government and disrupt the army and perhaps even lead another rebellion. Germany even funded Lenin and his Bolshevik Party to some degree. Lenin led the October Bolshevik Revolution, ousted the pro-war Provisional Government and entered into the Treaty of Brest-Litovsk with the Central Powers ending Russia's involvement in the war. Germany got what it wanted: an end to the war on the Russian front and the ability to move many divisions of soldiers to fight the French, British and Americans on the western front.

Why did Lenin want to withdraw from World War 1?

Lenin wanted to satisfy the people of Russia who were against the war so he promised them them that the Bolsheviks would do so if they were in power. Also, Russia was taking great losses in the war and thousands of soldiers were deserting and refusing to fight. When Lenin did take over though he changed his tune and kept the war going while trying to arrange an acceptable peace with Germany. When Germany would not accept surrender on favorable terms he proposed continuing at least a defensive war. Eventually Germany resumed hostilities in full against Russia and only then did Lenin settle the war and then his main motivation was the preservation of his own position in power, because Germany began marching toward his capital with the aim to remove him and replace him with a puppet government.

What did Lenin want from World War I?

Lenin promised the Russians that if he were to gain power, he would immediately pull Russia out of WW I, which in fact he did. It was sort of like a campaign promise, except that Lenin was not conducting a campaign for election, he was conducting a revolution. But revolutions depend upon popular support as much as elections do. WW I was extremely unpopular in Russia, so this proved to be a very attractive promise.
