---- Leonoid Brezhnev was the new leader of the Communist Party in the Soviet Union. (1964) He replaced Nikita Khrushchev. As the new leader, he replaced many of Khrushchev's policies to expand the freedoms of the ordinary Soviet citizen and to allow critcism of the Soviet system. He died in 1982.

For all practical purposes, the Soviet Union under Stalin abandoned their hopes that the workers of other nations would rise up and create socialism. With the military opportunity presented by their occupation of Eastern European nations after WW 2, the USSR created puppet satellite communist nations. Stalin created economic and social policies within these new communist regimes to benefit the USSR.
At first, the new nation was called the Russian Soviet Federated Socialist Republic. It was never changed to the Soviet Union. The "Soviet Union was the name of a new country formed by the union of Russia, Ukraine, Belorussia and the Transcaucasus Federation.

The Soviet Union was formally dissolved in 1991, leaving 15 'new' states and countries, including Russia. As a result of the 1917 Revolution, Russia became the Russian Soviet Federated Socialist Republic which joined with Ukraine, Belorussia and the Transcaucasus Federation to create the Soviet Union.
