The "Stars and Bars" is the common name for the first national flag of the Confederate States of America (CSA) dating from March 1861. The seven (7) stars in a circle represented the seven (7) states that seceded from the United States of America (USA). Eventually there were eleven (11) states that seceded and two (2) border states that actually had representatives in both the USA and CSA legislatures. Counting those border states gave the stars and bars a final ring of thirteen (13) stars.
