No President of the USA (POTUS) has ever had Czars. This is a Russian term for Caesar and meaning a monarch, emperor, or king. The US Press has coined the term in the USA to mean a person, appointed by POTUS to reign over a particular policy area, like National Security Advisor, Drug Abuse Advisor, etc. I think even back to FDR, presidents had advisors. They are personal appointments who generally avoid confirmation by the Senate, but have no direct operational, or management responsibility, other than giving the POTUS advice. A few, like the two mentioned above, do get involved in other than policy advice and have been subject to confirmation of the Senate. The current president, Barack Obama, has seen fit to appoint many new such advisors. The term czar denotes a bit more power than actual reality.
Unless Congress has authorized this, he has no such power. I've been searching all the bailout legislation and haven't seen anything about a "car czar" yet.

There is no official title of "Czar" within the Executive Branch of the United States government (or any other branch, for that matter). In fact, this is a term created by the media, and it has been in use since the time of President Nixon in the 1970s. Those whom critics (and the media) have called "Czars" are usually experts and advisers, specially brought in by a president to give advice or handle a specific area of policy. For example, the "Car Czar" is actually the head of the Presidential Task Force on the Automobile Industry, and is a former auto industry executive with expertise in that area of business. There is no evidence that President Obama has any more "czars" than other presidents have had.
