Young children should have access for the internet, but it should be monitored by adults. You could use keystroke logger software to record kids online activities, and apply parental control software like web filter to block certain nasty websites.
Children should be allowed to use the Internet. Being able to use the Internet is a valuable life skill. In order to be successful in life a person must know how to navigate in cyber space. The Internet is so important for children to understand because as they progress in school they will be required to research topics related to school. It is important however to teach children how to be safe on the Internet. They must be taught that it can be a dangerous place and that if they have any questions they should ask them. Depending on age, it's wise to regularly remind them of the dangers of giving away personal information, so if your child is 10-14, I'd advise you do that.
If your child is a teenager, they'd have developed already a good understanding of what you should and shouldn't do in public chatrooms ect..
I've done website development too, So I have a good understanding the level of explicit material there is being posted in chatrooms, if your child is under 13, I'd suggest contacting your internet provider and getting the more 'seedier' chatrooms blocked.
I noticed this was posted under Facebook. Facebook is absolutely fine, it's a great way of connecting with friends and family, also meeting new people.
BUT I can see your concern... It's about the social and mental aptitude of your child, it's the job of a parent to introduce the internet to them at the youngest age possible, because they'll discover it sooner or later (unless your armish) and the more internet smart your child is the better.

Most schools have a strict "Surfing Policy" allowing children to use the internet for school associated projects, on approved websites. All computers in schools are closely monitored.

I think children should be allowed on msn for a certain amount of time and being supervised.My younger sister was allowed to use the internet for aslong as she wanted and going on to whatever sites she wanted.She is now 18 and has a boyfriend who lives in a different country and has only met over msn.She has no social life outside of msn,so i think too much is not a good idea.
Children under 13 should not have Instagram and their internet use should be monitored. Too many young children have poor judgement and are often bullied online.

I let my children search online when they prove that they will be safe online. Usually thirteen. i was 12 years old when my mom allowed me to use the internet without supervision, before that she would be like popping in and out of the room to make sure i wasn't doing anything stupid. But she put like parental control and time limits on how long i could use the internet. But not anymore!! : D
