It can be a few things, but my first guess would be a leaking vacuum lines. The car is 13 years old. Replace all the vacuum lines. Do them one at a time as to not get confused. Very inexpensive repair. Be sure and check the large vacuum line going to the brake booster. Just buy plenty of line in the various sizes to do the job.
