Because H2O has electron pairs on the O atom which repel the H atoms more and change it's shape. Their electromagnetic repulsion is stronger than a lone electron and they push the H atoms away

The VSEPR theory, sometimes pronounced 'vesper', stands for Valence Shell Electron Pair Repulsion. It states that repulsion between the sets of electron bond pairs surrounding an atom in a compound causes these sets to be oriented as far apart as possible, giving the compound a certain shape.
