I'll take this question to mean, "what nation occupied the Italian Peninsula before the group of people called Romans settled there". If that is the question then I'll say the most dominate civilization in Italy before the Romans came were the Etruscans. Other peoples had small colonies however the dominate force was Etruscan.
There were many languages which were spoken in the Roman Empire before the Romans arrived, Italic languages, Etruscan, Illyrian languages, Greek, Syriac, Phoenician, Hebrew, Egyptian, Berber languages, Iberian languages, Celtic languages. etc.
The Romans annexed the kingdom of Judaea (Judea). Before the annexation, it had already been turned into a client (puppet) state of Rome.
Early Rome was governed by kings, but after only seven of them had ruled, the Romans took power over their own city and ruled themselves. They then instead had a council known as the 'senate' which ruled over them. Entry to the senate was by birth or rank. Later it was the consuls who nominated new members to the senate.
It's capture was a filler in the Anime, and as such, it was skiped in the manga. It was later explained to be one of the few captured before part 2 in the manga

The Etruscans had a thriving civilization long before the city state of Rome began to expand in Italy and gain power. The Etruscans had engineering skills that were passed on to Rome. The ancient Romans improved the Etruscan skills in engineering. But as an example of pre Roman engineering, the Etruscan engineers knew how to build draining tunnels to make use of the overflowing lake water and irrigate their crop fields. The practice of slavery was part of Etruscan society and this also became a way of life for ancient Romans. The Etruscans were skilled at mining, and knew how to use iron ore to make weapons, produce coinage and to trade their earth ores to other peoples for profit. These skills and methods were passed on to the ancient Romans who used them once they had defeated the rule of Etruscan kings.

If you mean in Italy, many languages were spoken before Latin became dominant. Etruscan was a major language - it is apparently unrelated to any other, whereas many other pre-Latin languages were related to each other. They include Oscan, Umbrian, Marsian and Marrucinian, but there were many more. Latin absorbed a few words of Etruscan and the Romans wrote dictionaries preserving the ancient Etruscan language. As a comparison here are a few words in some of these languages: Latin ................Oscan .....................Etruscan ................ English Arae ..................Aasas .......................sacni .....................altars Hae ....................ekask .......................ica ........................these filia .....................fuutrei .....................sech ......................daughter
