There is no special button that pops up after you insert a row. You would format the same way, whether you insert a row or not. Highlight the cell or range you want to format, right-click, and select cell format.
In Excel 2007, on the Home menu ribbon, in the Cells section, click on the Format button. You will see all the cell formatting options there.
