While not a Glock, the Winchester 9mm is what I recommend the most it doesn't have a lot of kick a lot of power though good for home protection and a good side arm and there should be training you only have to be 18 usually.
Still not a Glock, but the Ruger LC9 is a good 9mm.

If you have small hands or are looking for a concealed carry piece, the Glock 21, for example, is probably not your best choice, and the Glock 26 would probably be a much better choice for you. The Glock that is "best" for you will be base on, in part, your hand size/strength, recoil sensitivity, pocketbook and what, if any, experience you've had with Glocks. Look for an NRA certified instructor.

If he is shooting 25 and 50 yard bulls-eye competition, Glock is a horrible choice, and he'll never win a match with one. If he wants a small pocket gun, Glock is a horrible choice. "Best" is a very subjective measure. Barrels by any major barrel manufacturer or by Glock would not be a poor choice.
I have no experience with the Browning. I carry a Glock on duty and carry a Baretta in the Army. I rarely ever clean my Glock and it shoots perfectly every time. My Baretta needs to be spotless to fire correctly. I'd take a Glock any day in a combat situation.
