In addition to Hiroshima, a secondary target for the first bomb was the city of Kokura. Kokura was actually the primary target for the second bomb, but was obscured by cloud cover, leading to the bombing of Nagasaki instead.
At the Los Alamos labs on May 11, 1945, the Target Committee (led by project head J. Robert Oppenheimer) recommended Kyoto, Niigata, Hiroshima, Yokohama, and Kokura as possible targets for the first two bombs. At some point, Kyoto was removed from the list.
