Interesting question. If you're referring to Rivka, the wife of Isaac and the mother of Jacob and Esau, then she can't be associated with any tribe. The tribes originated with the children of Jacob ... his sons and 2 grandsons ... 12 individuals, each of whom was the patriarchal founder of one tribe. Since Rivka was Jacob's mother, she was the grandmother of the individuals who founded the respective tribes, and she therefore could not have been identified with any specific tribe. In fact, now that you lead me to think about it, the same must be said for the three primary Patriarchs themselves ... Abraham, Isaac, and Jacob. As central and pivotal as they are to the foundation of Judaism, none of them is identified with a tribe ! The "sh'loshah avos" are "extra-tribal". Fascinating.
