Vista has been criticised for requiring powerful hardware to run well, the first release has several "rough" edges - these have largely been smoothed out with SP1 release.
However, the key thing is that the OS, by itself, isn't why you use a computer - it is applications. So however good the operating system is, if it doesn't run the applications you need to use, it is of little use.
So, in practise, the "best" operating system depends on what you want to use the computer for, what colleagues use and how much you want to spend.
