I can give my opinion on the strongest non legendary pokemon but that's all it'd be as each pokemon has a certain weakness (except magikarp of course) and so you can't truly say this is stronger than that pokemon.http://www.serebii.net/pokedex-dp/stat/all.shtmlAbove is a list of all the pokemon listed in order of their total base stats and according to that list, the non-legendary with the highest stats is slaking.
Chansey appears on Route 209 and the non-foggy part of Route 210. Also, after getting the National Pokedex, Chansey sometimes appears in Mr. Backlot's mansion.

You can catch them while they're in swarms. Otherwise it's almost impossible and will take you weeks non-stop. To get Pokemon in swarms you need to listen to the radio on your pokedex and wait for it to say where the snubull is swarming.
A non-existent Pokemon.
Mew was the first thought of not pikachu or bulbasaur. Trust me I looked hard and nobody else is right. Just because bulbasaur is #1 it doesn't mean anything. Because if you look closly at every regions pokedex the starters and their evolutions are first. The people that made Pokemon didn't want the strongest Pokemon to be the first one to be #1 so it won't be obvious that mew is the strongest. I'm not a Mew fanatic and I don't mean to sound like Mew is all great or anything, but it is true. But I do like Mew a lot
Yes. All Pokemon have Non-Ex forms.
The only difference between a shiny and non-shiny Pokemon is color. A shiny Pokemon is a different color than it usually would be and when you encounter one, at the beginning of the battle stars sparkle around it. There are no difference in the stats, but shiny Pokemon are more rare than regular ones. The chances of finding a shiny Pokemon is 1/8,192. Also, when you catch one there is a red star on its stats page and the pokedex number shows up in red.
NO you need a ditto and a non gender Pokemon to make a non gender Pokemon have an egg
