You don't need a certain Pokemon in Heartgold or Soulsilver. You only need to have caught one of the two events that took place.
I think you may have gotten it confused. You need Celebi in Black and White to get Zorua, but nothing to get Celebi. The same goes for Zoroark on Black and White except you have to get one of the legendary "dogs" (SHINY Entei, Suicune, or Raikou from event) over to B or W.
