The word is "glasnost". It literally means "openness" and was used to symbolize the policy of increased transparency and freedom of expression under Gorbachev's leadership. Glasnost allowed for more open discussions of political, social, and cultural issues in the Soviet Union.

It's called Glasnost, and it was implemented when Gorbachev was premiere of Soviet Russia. There was another policy called Perestroika, which meant restructuring the economy and political system at the time. Perestroika was also implemented when Gorbachev was premiere. If you are studying for a test, it would be a good idea to learn them both (they're often associated with each other).
They were both created by Mikhail Gorbachev. Glasnost was democratic reforms, meaning more freedom and having elections. Perestroika was to restructure the economy, having market reforms.
Glasnost. The word (and the phenomenon) gained popularity in the World media in mid-1980s, when Mikhail Gorbachev introduced the new cautiously democratic policies of "openness" and "rebuilding" to overcome the stagnation and disillusionment in the then-Soviet economy and society. The word for "rebuilding" is Perestroika.
He wanted to improve the run-down Soviet economy by using his reforms perestroika and glasnost, in doing that, he believed in allowing more freedom to the common man. Gorbachev planned to link socialism with democracy to improve relations with the world and the people within Russia.
MIKHAIL GORBACHEV was the Soviet Premier most responsible for the Fall of Communism, especially because of his programs of glasnost (freedom of speech) and perestroika (market economics reforms).
As a part of perestroika, he started introducing market economy principles to the Soviet Union. gorbachev mainly reduced the amount of centralized (government) control over workers and started giving workers freedom to make their own business decisions. He hoped that this would increase the willingness of the workers to work harder which would bring up the economy and restructure it into a market economy. Some private ownership and opportunity for individual profit would be allowed.

Mikhail Gorbachev was the last* General Secretary of the Communist Party and the last President of the USSR, and his policies of perestroika and glasnost lead to the Soviet Union's collapse in 1991. Perestroika means "restructuring", and was put in place in 1986 to jumpstart the stagnant Soviet economy by creating a reliable program to increase social and economic growth. Laws were passed allowing private ownership of businesses, production levels and prices to be set by priciples of supply and demand, businesses to go bankrupt and to conduct international trade. Glasnost, meaning "publicity", was enacted in 1988 and gave many new freedoms to the people of the Soviet Union, including more freedom of speech. Gorbachev also put into place many political reforms, including multi-candidate elections and the creation of the Congress of People's Deputies, that all eventually led to the weakening of the CPSU and the demise of the Soviet Union. *Vladimis Ivashko succeeded Gorbachev as General Secretary of the CPSU after Gorbachev's resignation but his reign only lasted 5 days before the collapse of the party.
