There is a few places you can buy a strapless dress that is not to bling but not to girly. I would try looking at the Justice store and see what they have.
The grad dress is usually white. The prom dress is usually more flashy and sexier.
Middle of the road.....average. If you are a grad student it is a D/F. Grad students can't have a grade below a B to stay in grad school.

Since most 11 year old girls don't graduate none that I know of. Just get a pretty dress. There is no specific line of "grad dresses" that I have seen.
