You could safely argue that the highest by count is class Insecta, or any of their parent taxa, subphylum hexapoda, or for that matter the entire clade Pancrustacea. Over a million species of insects have been described and estimates suggest millions more have yet to be described, thus making Arthropoda also the largest phylum by species count.
