That question has many answers, depending on your mechanical ability and your budget. The most economical solution is a 302 windsor (or a 289 or a 260 but these engines are much harder to find then the 302 (5.0L as Ford liked to called it). ) You can of course swap in a 4.6l v8 engine either the 4v or 2v iterations the 4 valve has its own complications due to the width of the cylinder head, the 4.6l 2v iteration isn't a walk in the park either due to the need to fabricate your own motor mounts and find the right accessory drive. Of course you can swap in a 351 as well all the 302 parts will bolt up to the block but it is generally just bigger so the size of the engine may be a concern. And of course the big blocks will fit in the ranger but only with extensive modifications. By far the most economical swap is the 302(5.0L) swap due to how many applications the 5.0 was used in.
The 3.0 L - Vulcan engine - was one of the engines offered in a 1995 Ford Ranger
The main compatible engine with a 1999 Ford Ranger would be a 4.0L Ford V6. A V8 engine would fit well as well, but uses a lot of gasoline when driving.

No. Ford Rangers may have a variety of manufacturers parts in one engine. For example, my Ranger has a Mitsubishi motor with a Mazda transmission.
