Depends what is wrong. A surge can be due to a vacuum leak that allow more air and the computer compensates by adding more fuel. An intake manifold, vacuum line can be the source. I have located these by listening for a wind rushing noise or whistling noise, or by spraying carb cleaner around suspected areas and noticing an idle change.

One way to demonstrate that sound needs a material medium to travel through is to conduct an experiment in a vacuum chamber. Place a ringing bell inside the vacuum chamber and then remove all the air from the chamber. The ringing of the bell will stop because there is no air (material medium) for the sound waves to travel through. This demonstrates that sound cannot propagate without a material medium.
You want to stop boiling water Vacuum Chamber because of the vessel seal. If the pump is boiling it will stop at the point of equilibrium.
You might have to put a Vacuum in the milk carton.Although it more like taking air out of the milk carton rather than putting something into it. Please tell me I'm correct.
