It means IMO that he's never going to actually leave her, but when they r fighting then you'll do what she wont (pay attention to him). Just dump him and move on with your life..... someone I know has been in the same situation for about 10 yrs. she is still alone! (Met his grown kids and everything, sure he moves in w/ her every now and then but always goes back.)
