A router is a computer component that gets an internet signal from an outside source and sends it to a computer. It sends the signal to the computer through a cable or through a wireless antenna.
VOIP to my 7 yr old niece: I speak into a special phone and it sends the sound to my computer. The computer changes that sound into a digital signal (a computer language of 0's and 1's). That digital signal is sent through the internet, goes to my VOIP company and they send the call to whatever number I've dialed. This all happens in less than a second. Router to my 70 yr old grandmother: A router basically changes a signal from one form to another. The "signal" that I'm referring to is that same computer language mentioned above (binary code, 01010101). For example, certain routers can take this digital signal from it's electric form and turn it into a wireless signal (waves).

The strongest option is to stop the 16-year-old from visiting his grandmother if the grandmother cannot respect boundaries. But, a 16-year-old is hard to control, especially if his grandmother is undermining you. If this is happening, there are probably several other areas in which your mother is undermining you, as well. Tell her the three things you will no longer allow and stop the 16-year-old from visiting if she disobeys again.
