The lend-lease act allowed the US to provide the allies munitions and materiel in exchange for permanent bases within the foreign countries' borders.
Franklin Roosevelt died before WWII was over. When he got elected as president for the 4th time serving over 10 yrs in office he died. Then his Vice president took over, after a while Japan surrendered and WWII was over.

In 1941, Congress approved the Lend-Lease Act, which Roosevelt had supported. The act allowed United Sates to lend or lease resources and equipment to the Allies. The United States sent Great Britain, the Soviet Union, and other Allies about $50 billion worth of goods.
Franklin D. Roosevelt signed the Lend-Lease Act in 1941. It allowed the US to lend aid in the form of military materials to Britain in World War II.

Roosevelt was able to get the Lend-Lease Act passed. It allowed the government to rent or lend war essentials like ships to the British.
The primary legislation which allowed this action was the Lend-Lease Act of 1941.
