There isn't a hard and fast number "above this you're in, below this you're not".
In 2013, 75% of incoming freshmen at U of U had an ACT composite of 21 or higher. If you're at that or below, it's not completely out of the question (25% of the student body did score 20 or less), but you'd be wise to pick a safety school with an open admissions policy (i.e. they take anyone) in case your extracurriculars don't wow the admissions committee.
U of U itself is kind of a safety school for most people; the 75% percentile there is only 27, which at many schools would not even put you solidly in the top half of the entering freshman class.
