General-Of-The-Army Douglas MacArthur refused to accept the idea of the Korean War being a limited war, and wanted to win it; he believed that he could do this by means of an invasion of China. However, Harry Truman, the President of the United States then in office, believed such a limited war would be preferable to allowing the Korean War to explode into World War III. Involving China in the conflict would have been, Truman believed, "the wrong war, in the wrong place, at the wrong time, with the wrong enemy."
MacArthur's repeated criticism of that decision amounted to insubordination, as far as Truman was concerned, since he was convinced that it threatened the principle of civilian control of the armed forces as embodied in the President, whom the Constitution elevates above any general OR any admiral by making the President civilian commander-in-chief of all the armed forces of the United States. Finally Truman relieved MacArthur for insubordination and ordered him back stateside. Truman explained, "I could do nothing else and still remain President of the United States."
