Richard Olney was appointed as a special federal attorney with responsibility for dealing with the strike. He obtained an injunction barring union leaders from supporting the strike and demanding that the strikers cease their activities or face being fired. Union members defied the injunction and the strike was broken up by US Marshals and US Army troops called into action by President Grover Cleveland on the basis of the strike interfering with the delivery of the U.S. Mail, violating the Sherman anti-trust act, and endangering public safety. During the course of the strike, 13 strikers were killed and 57 were wounded although it is not clear how many of these occurred after the arrival of the troops and marshals and involved them.

How did the tenth amendment limit the ability of federal government to respond to victims of hurricane Katrina in Louisiana in 2005?

The tenth amendment states that any power not directly given to the federal government nor denied to the states in the constitution is given to the states. Therefore, since the power of using federal revenue/taxes to give to relief projects is NOT specifically given to the federal government in the document, it must only be a power belonging to the states.
