That depends on the individual and the culture the said individual is living in.

Some thousand years ago an adult was someone who could do work, a female usually became an adult when she got her first period, a male when he could hunt or carry out manly tasks. Usually some kind of rite of passage was performed to celebrate the coming of age.

Today an individual is though to be an adult when she/he reaches 18 years.
But the matter if the individual is ready to assume adulthood varies. For me I did not feel an adult when I was 18. I begun to feel like a grown up around my 21st year. So I am considered a late bloomer.

The culture defines what duties and responsibilities an adult is required to handle. Some people never assume these responsibilities, some assume these at very early age.

The age range would be around 15 to 25 years. Let´s round up that to person's second decade.
