This is hard to answer because the UK has gone back and forth classifying marijuana as a class B drug(criminal to use it) and a class C drug(decriminalized). If it is decriminalized, it doesn't make much of a difference. Out of sight, out of mind.

It is illegal to smoke in:
Public transport areas including trains, taxis etc
Public buildings including hospitals and hospital grounds, pubs, lifts etc.
Places of work including offices and office transport.
It is legal to smoke in:
your own car
your own house
outside
However it is illegal to drop your cigaret buts in public places.
