Driver licences in the U.S. are issued by each state and the age limits are set by the state. As far as I know, most are between 15 and 17 with restrictions on the the younger ages. Restrictions may include that you must have a licenced driver in the car to not being allowed to drive after dark to not being allowed to have other minors in the car with you.
