∙ 12y agoThe "gun license" is known as a Firearms owner's ID Card. You must be 21. If younger than 21, you must have written consent from a parent or guardian that qualifies to have an FOID. This is administered by the Illinois State Police.

You can possess a handgun if you are under 21 for a few reasons, such as target practice.
