Adult CPR is needed for whenever someone needs aid in breathing. Therefore, it can be any age that needs it, as long as the person has a certification in CPR for legal reasons. The word "adult" refers to at least age 18, so adult CPR is CPR for those 18 and over only.
Birth to 1 year old is the age range for infant CPR (a neo-nate has different CPR criteria).
For giving CPR, an adult is defined as someone over the age of 12 by the American Red Cross.
The process of performing CPR (for the lay person) is pretty much the same across the ages; 30 compressions / 2 breaths. The difference you adjust for due to size is the amount of air that is required to expand the lungs & the depth of the compressions. Amount of compression depth & chest rise for the age groups is as follows: Adult (over 12 age): 1 1/2 to 2 inches; Child (age 1+ to 12): 1 to 1 1/2 inches; Infant (age birth to 1): 1/2 to 1 inch. There are other slight differences such as how far to tilt the head back (more for adult, less for child, even less for infant), where and if to check a pulse. A lot of minor differences I know; best to take a CPR class to actually perform all the steps and become proficient for adult, child, and infant.

Generally, adults are considered to be individuals aged puberty and older, while children are typically younger than puberty. Guidelines recommend adapting the technique based on the size and needs of the person in need of CPR.
Adult CPR is performing a sequence of 30 compressions and 2 breaths repeatedly to circulate oxygenated blood throughout the body.
For a basic CPR certification anyone 14 years of age or older can apply to take the exam. Those under the age of 14 are consider minors and are therefore disqualified from receiving certification.

CPR can be administered to anyone of any age; Infants, Children and adults. The only difference being that the depth of compressions varies from the 3 age groups, and the way in which the compressions and rescue breaths are given also varies.
