Depends on how handicapped, and if any underlying conditions may cause harm (such as uncontrolled violent reactions, kicking out, etc). I would suggest at least 16, just because of the increase in strength to move and carry out changing a diaper compared to that of a younger person.
Ask someone you know and trust. Perhaps you should consider the possibility of changing your own diaper.

If you mean in Sims 2 then the baby or toddler has to have a really low hygiene and bladder, then you click on the change table and then it should say "Change (toddlers name's) diaper."
You will be disqualified for handing in a card with the wrong handicap. That is what the rules dictate should happen, if you are given a card with the wrong handicap on it, you should change it.

I don't think diapers should be used in anger, however if diaper are used to curtale certain behavior, and it proves sucessful then great. I don't care if diapers are worn and to what age if someone really doesn't want to wear a diaper then short of punishment they should not be made to.
Handicap access
That's not right. If they do choose to leave home they should be moved to a place where someone can check in on them.
You should try to change it as soon as you can after you wet, as much as your schedule provides. If you're concerned that you might need to wet more than once before changing you should probably wear a more absorbent diaper.
