As long as you are not the driver, you can read on the road at any age you like.
If you are the driver, it is illegal to read and drive in pretty much every civilised country.
Reading during a car journey is a good way to keep occupied and keep the boredom away. You may feel a little car sick at first if you're not used to it. If you do, just stop reading for 5 minutes, then carry on. Eventually you'll get used to it.

i do not believe 11 is an appropriate age to read breaking dawn, but if you think your child is ready to read it, go ahead. i would say starting from age 12-13 and up is more of an appropriate age for breaking dawn.
