As I see it, only two amendments restrict personal rights. The 18th prohibition of alcohol (which was repealed in the 21st amendment) and the 22nd restricting an individual to serving 2 terms (or up to 10 years) as president.
You could argue the 26th limiting who can vote to those 18 and older as restricting rights too, but first you'd have to argue that minors are entitled to all the rights of adults.
