A benevolent dicatorship is a more effective form of government than democracy. Decions can be made immediatly and will be made in the best intrest of the county (hence benevolent), rather then in the intrests of being re-elceted. Therefore decisions that are nessisary, but unpopular with the people (like cutting the deficit in Greece by cutting social servicess before they defaulted on debt) can be made. If the dictator listens to his advisors then there is no overall loss of creative problem solving either. The effectiveness of dictatorship was shown during the rule of the roman emperors and the mongol khans who created vast empires in short periods of time. Whereas the greatest democratic civiliation of ancient history was the greeks, who had a lose condederation of city states in a small area and they mainly fought amongst themselves. Dictatorship however contains the risk of the dictator becoming a tyrant and no longer caring for the people. This is a risk that democracy does not contain.
