Yes, baking soda and vinegar do react. I am homeschooled in 5th grade and I take a science class. If u put water in there with the vinegar and baking soda it will explode to at least 3in high.

you do not need much. you will need more baking soda then vinegar. just try and see, you cant get hurt. of course the more you use, the bigger and longer the reaction would be. you can also get a much cooler reaction if you buy a bottle of Diet Coke and a pack of the mentos mint candy. drink a few sips of the soda so the bottle is less full, then simply drop a few mentos mints in and watch the explosion!
