According to the 2004 Ford Taurus Owner Guide :
In the fuse panel below and to the left of the steering wheel , by the brake pedal ( it has a cover on it )
* fuse # 29 is a 20 amp fuse for the cigarette lighter *
The two fuses are in the engine compartement fuse block, # 29 and #30.
On the 2004 it is in the trunk on the Drivers side.
There are two fuses for both cigarette lighters on my Mazda 6, 2004. The 15A fuses are located in the fuse box, located under the steering wheel on the left side, just above the driver's floor mat. The fuse slot for the front lighter is #10, and #14 is for the rear accessory lighter.

They are not on the same fuse,and some cigarette lighters wont operate unless the engine is running,or key is in acc.position. Additionally the rear AC plug is directly connected to the engine but the cigarette lighter is not.
