For 'solar power', solar panels that produce electricity you need daylight (the sun needn't be direct). There isn't really a second condition although many factors improve how much electricity is produced by the panels:
Orientation:
Better performance will come from mounting the solar panels to face the sun, and at any angle to the ground. The best angle depends on where you are on the earth. Also, the array of panels should also face the same direction For example, half the system facing south east, and half the same system facing north will degrade the performance of the whole system.
Shading:
No shading at all accross the whole system will improve performance. To put it another way, if you were to shade a quarter of an array of Photovoltaic panels, then you will degrade the performance of the whole system. No shading at all is best.
System sizing:
If the system is to provide AC power to a house, then the number of panels need to be well matched to the inverter or inverters. The better the match the higher the effieciency of the whole system.
